FAQ on Digital Signature Certificate
 
Technical Questions :

01. What is Digital Signature Certificate (DSC)?

A digital signature is a "stamp" the user places on the data which is unique to him, and is very difficult to forge. In addition, the signature assures that any changes made to the data that has been signed cannot go undetected.

02. How to enroll a Digital Signature Certificate (DSC)?

DSC can be enrolled after creating an account in www.matexauctions.com website. After registering with MatexNet, Activate your account and login to the website, click on the "Certificate Enroll" link to enroll your certificate.

03. Do I need to enroll my DSC every time when I try to participate for a Tender?

No. It is not required to enroll again. DSC Enrollment for an account is a one-time process. As long as you are using the same account for all the tenders, you need not enroll again.

04. What will happen if I forget my DSC token password?

You should contact your DSC service provider.

05. What is that I have to do, If I lost my DSC?

You should immediately contact your service provider to revoke your certificate Once it is revoked, nobody can use your DSC for any purpose.

06. Can the DSC service provider issue the same certificate in a different token again after revoking the certificate?

No. You have to buy a new DSC. Even if they are ready to issue the certificate at free of cost, the new DSC will have different set of Public key & Private Key. Since the certificate is changed, you have to enroll your new certificate again in MatexNet application www.matexauctions.com

07. What is the legality involved in using the Digital signature?

Under the IT Act, 2000 Digital Signatures are at par with hand written signatures. Therefore, similar court proceedings will be followed.

08. Can i use my DSC token in more than one computer at a time?

Yes. But all the required token driver(s) should be installed in the system.

09. Do I need my DSC at the time of "e-Auction" (forward auction) process?

Yes. You need to use your DSC when you are going to submit your offer in Sealed Bid / e-Auction.

10. Can I use my DSC and decrypt my own offer at later point of time?

Yes.


Non - Technical Questions :


01. What is a Closed bid?

A Closed bid is called as an 'e-sealed bid'. It is a type of auction process in which all bidders simultaneously submit their sealed bids to the auctioneer, so that no bidder knows how much the other auction participants have bid. A bidder can register any number of bids within the stipulated time of closing but the latest bid will supersede all the other bids of that bidder.

02. If only one bid is received whether you can go in for forward auction?

It is upto the discretion of the RO/AO to decide at that point whether to select the winner or call off the auction or to go ahead with the forward auction.

03. What is the base price for forward auction?

The highest price quoted in the sealed bid will be the starting price for the forward auction.

04. Time duration for forward auction whether it is infinite?

The time duration gets extended by every 3 minutes once a bid is registered during the closing time. When there is no bid registered in the last 3 minutes, the auction gets closed.

05. If a buyer puts wrong bid whether it can be corrected by the buyer?

No. The buyer cannot correct the wrong bids in a forward auction but he can correct it in the e-sealed bid. He has to be very careful while entering the bid value.

06. If two buyers are quoting the same price whose quote will be taken into account?

In a closed bid,if two buyers quote the same price, it'll not make any difference in choosing them because further there will be a forward auction. Even if the RO/AO decides not to go for a forward auction, they can view the time of the bids registered and can award it to the suitable bidder. In a forward auction, two bidders cannot enter the same price as the value will not be taken into by the system.
